I believe *Static-Override *in your output above implies that the 200.0.0.4
 RP will be used for any group within the  224.0.0.0/4 multicast range.
This entry will override all the dynamic routes and all the less specific
static-override RPs configured.

If you do a *show ip mroute* on Cat1 I think you should see that you have
gotten the result you want.
