They are always redundant, and to my knowledge there is not a way to change
that.  Since the maximum capacity is fairly limited, it is easy to project
the largest power consumed configuration and plan for such.  Cisco I
believe has done just that, for the 5548's they used 750w power supplies
with 1:1 redundancy and for the 5596's used 1100w.  Output below, and you
can see if one more 16port module was added only an additional 90w would be
needed and chassis would be at capacity for modules with room still for a
failure of a power supply:
