Hi Jeremy, Another way to look at it is without a dedicated FR switch in the config section is that another router could be performing that function as well as everything else it needs to do - LMI could be on the cards, possibly hub and spoke too in a limited sense. If anything the FR Switch was something you couldn't touch, now it may be an extra function for you to configure (and troubleshoot your config) - practical realities may reduce the problem space within a particular lab scenario that you face but you don't know which one you will face until you are there.
Also there could be FR switches in the troubleshooting component which are or aren't available to you to configure. On the body of CCIE study, FR isn't the largest, so the effort to include FR switching shouldn't be that hard. While FR is slowly going the way of the dodo out of the lab, it is still there in mature and developing countries and sometimes you might need to do the telco's troubleshooting for them to show the problem is actually in their domain...
