On frame relay one single VC is only provisioned for connection of kind
point to point, same VC originates at local end and finished at end
remote, hence only one dlci can be referenced for conn P2P.
Furthemore you do not need to use static mapping, because is always
assumed that two end point (local and end) resides to same subnet, also
inverse arp is not important, because exist one single remote
destination and pvc discovery is not necessary.
However you can configure multipoint as p2p
example

serial0/0
en frame
int s0/0.1 multi
ip add 1.1.1.1 255.255.255.0
fram map ip  1.1.1.1 205
fram map ip  1.1.1.2 205 b
