Technically, when you set CLID to restricted, the number still presents on the line. If the receiving side does not respect the restricted 'switch' setting, then the call can end up being displayed on the receiving phone. If you do the debug, do you see the calling party name as restricted? Check the GW configuration on CCM the GW should also have the CLID and CNAME restricted.
