even though technically your configuration OUGHT to work, i've found
that cucm doesnt sorta breaks sometimes when you've got it configured
liek this. It wants to do 7.11 between the MTP and the device local to
that MTP - your MTP is capable only of doign 729. your transcoder is
not enabled for RSVP. Enable RSVP under the transcoder dspfarm
profiles at each site, reregister them, and try again.

Also, fix your "sccp ccm" statements. There should be a version
argument at the end of each of them specifying the version of CUCM. in
many IOS version, it will default to 3.0, or another version that
doesnt support RSVP, or the sw IOS Enhanced MTP, which actually
registers with a different devicetype in the skinny register message
than the hardware based transcode profile.

...And actually, not having that version statement is probably what's
causing it not to register.
