Something's to check: in CUP check Diagnostics>System Dashboard Look for anything that might be wrong.
in CUPC check Help>Server Health Helps give you a clue as to what might be wrong. The CUPC client configured in CUCM is all uppercase 'UPCGWASHINGTON' Sometimes CUPC takes a moment to "sync" up.
