That is not the issue there is something wrong with the way the initial
installations took place and you have to run this command. I have been
working on the first 3 labs from the new 5 7 days straight and it is
happening every time.

The T flag is not being set and it has nothing to do with resync  etc. I
spent 3-4 hours on this and the only thing the works is running this on the
CUCM Pub.

run sql update processconfig set paramvalue="T" where paramname like
'%nstalled%'

It sets the flag to "true"
