is your database replication status good?
Change the MAC address of one of your HQ phones in CUCM. Then put that phone in 
SC and see if you can register it?
Did you delete any unassiged DN's

tks Pavan, look like not CTL issue, because when i switch this particular phone 
to UCM DHCP , it get DN

but when i move back to SC router DHCP, i did not

Karen,
Check if your phone has an ITL/CTL installed. Erase them and see if the changes 
take affect
Do you see the phone as registered in UCM  ?
