I think the key to the problem is that most hr people don't understand the 
technical world. This make there job a process of shooting in the dark. That 
process produces:

-entry level web developer needed - 30-35k
4 years java
3 years cold fusion
3 years oracle
ability to write java applets, sql stored procedures, walk on water

-senior web developer 70k
1-2 years cold fusion
ability to ineteract with odbc databases

which makes us go huh?
