I like the backfire aspect of the story.  According to the article I read, the proponents of the resolution knew there was no real expectation to get the 2/3rds majority to move it forward.  Their purpose was apparently to make the Democratic Party to make a stand on the bill.  But instead, it has shown cracks on the Republican Party.  There may not be as solid support behind the Bush reelection campaign from their own camp as they would like everybody to believe.
