Agreed, these are probably very archaic and I would doubt they are much practiced these days. I could just imagine the outcry is some parents in Kansas tried to let their 12 year old daughter get married. But, these laws are presumable still on the books, I did not bother checking the laws books of Kansas to make sure, so they could theoretically be used.
