I'd be careful here, leash laws are one thing, laws against owning viscious or dangerous animals are quite another. If this neighbor is able to convince a judge that your animal is dangerous, leash laws and everything else is going to fly right out the window, no matter the circumstances of the attack. I've seen it happen before. You're gambling with your pet, better be confident before you proceed down this road.
