An act of war if Fallujah is a sovereign country, a flubbed police
action if Fallujah is some type of US protectorate.

The Israeli-Palestinian conflict is a classic example of how a war of
occupation is unwinnable given one side is unable or unwilling to
exterminate the other.

This is because each civilian death acts as a catalyst for terrorism
rather than a shunt.  When a foreign force kills civilians, the
survivors come to hate the attacker no matter what the reason for the
attack.

Time and again history has proven these wars unwinnable.  The likely
scenario for Iraq right now is:

1.) Iraqi elections take place in January and Iraqis elect
fundamentalist Islamists.

2.) The US agrees to mostly pull out of Iraq, turning over security to Iraqis.

3.) The Iraqis become more and more fundamentalist as they are unable
to secure the population due to guerrillas from Iran, amongst other
countries.

4.) From a US policy perspective, Iraq becomes indistinguishable from Iran.
