I think you'd have to credit Mr. Bush for 3 reasons: 1.) His lack of diplomatic skill. 2.) His failure to win the election. 3.) His provocative foreign policy. Mr. Kerry would be a spectator. This is the same as the hostage crisis with Mr. Carter.
