It's news because the al Qaqaa complex is 30 miles south of Baghdad
and contained 40 truckloads of high explosives.  Iraq was considered
"liberated" on April 9th when it freed Baghdad, which is well after
when US troops would've passed this depot.  It was tagged by the IAEA
and therefore should've been under US control.

David Kay, who was there in May 2003 said, "it was heavily looted at
that time. Sometime between April and May, most of the stuff was
carried off. The site was in total disarray, just like a lot of the
Iraqi sites."

You'll notice that the Whitehouse has confirmed the explosives were
missing, but not denied that the US should've had control with
specific facts and dates as they would've if they were sure the cache
was looted prior to US control.

It's a screwup, but how big is open to debate.
