I think you said it yourself - Bush's supporters, I think, would not be particularly impressed with high or low grades (nor should they be really).
They could release his grades, but why bother? It opens him (or any politician) up to attack no matter what. High grades begins investigations into grading differences across university's, possible improper behavior or charges of being too "intellectual". Low grades open him up to attacks on his intelligence, his dedication and his ability to understand. Average grades make the whole range of options available to detractors. It just doesn't seem worth it to me.
