Having been in the military, I know that a "retirement" is often as much a firing as anything. I don't believe Shinseki was "fired" i.e. "Get your crap and get out", but that he was made into a lame duck by announcing his retirement prematurely and was ignored for the remainder of his tenure. The reason an actual "firing" is not done is because it affects the retirement benefits of the officer involved.
