If you look at the nations involved with the coalition to out the
Taliban, you'll find it is composed of countries whose nationals were
killed by Alqueda on 9-11. Moreover the attack on Afghanistan had
nothing to do with a coaltion. The Bush administration invoked article
5 of the NATO treaty - basically if a signatory country is attacked,
it is considered an attack on all the member countries of NATO.
Similar provisions exist in SEATO, and in the defense agreements with
Australia and New Zealand.

So these countries participated because of their treaty oblications.
No such oblications existed in reference to the invasion of Iraq.
