Yes.  I think he's a career soldier who follows orders because he's
been taught that that is always for the best.  I think in the
beginning of his term he was free to pursue things the way he wanted,
thus his first speech.

For Iraq however, I think the President told him to get inline or get
out.  With Sec O'Neil, he left.

With Mr. Powell, he followed his highest principle which was to follow
orders.  Much of this is documented in both of Mr. Woodward's books.
