An insurgency is a term to use. Just because it has a specific meaning
(local fighters) doesn't make it true. There are a LOT of terms used by
media and/or government that are used wrong. 
There were a significant number of Iraqis that were against America but a
lot of them have been ordered down (Saider, remember). Most of what's left
are not Iraqi. Also, there is NO evidence either way that those in Fallujah
were welcomed in. In a previous battle, there were eye witness reports where
they said that those fleeing didn't even know the way out of town. They were
not locals, not wanted and not accepted.
