I went to public school for a while in Brooklyn. There was no horrible 
education system stacked against minorities,. There was no social 
stratification. There was a bunch of lower income kids in school getting an 
education. Some pushed for more, some slacked for less but we all had the 
exact same opportunities.
When I went to Brooklyn College due to lack of money to go to something 
better (I could have been in MIT), I had to pay almost the full tuition. If 
I was a minority (other than Jewish), there would have been other grants I 
could have gotten. At that point the education system was stacked against 
me. Was there a quota on any of the classes I missed out on? Don't know, but 
bottom line was that I did not see the educational and 'set' racism you are 
stating.
I think your very much blowing this out of proportion from what was to what 
is and generalizing across the entire country.
