My own $.02. What many seem to forget is that AA is not really for the
exceptional, they will always rise to the top. What is it for is the
average Joe competing against others. The problem lie in how much race
is mixed in with poverty, and that the quality of education is also
strongly influenced by poverty. Think of it. Many, if not most of us
went to well off schools with good facilities and fairly good
teachers. For many minorities that simply is not the case. Before I
got into CF development, I had a contract job doing education quality
assessments for a federally funded program. They had me go out to
school assessments in Houston and Dallas during the third year of Gov.
Bush's first term, and on a reservation in South Dakota. The Houston
schools were quite the shocker, the facilities were horrid, and
supplies and textbooks were almost non-existant (what few texts they
had were over 15 years old). And these two schools were in sight of
NASA.

Employment equity is only one part of the equation. You need
educational equality as well. That part has never been done. Here in
Virginia there are some of the best public schools in the
country,(Fairfax Virginia's Thomas Jefferson High School for instance)
and some of the worst (some of southwest Virginia's schools just
recently got computers for instance). With the way school funding is
structured, with most of all available funds going to the richest
school districts, and very little going to the poorest, AA will be a
joke. Only by leveling the playing field will you get employment
equality.
