I built a 500 sq ft workshop in the backyard.  When I went for my permit I got 
bounced around from window 4 to window 11 to window 7 etc.. one of those 
windows was a check for existing easements.  It only took a few moments of 
someone pulling records and comparing maps from the original builder, county 
property layout, utility easements, sewer easements etc... 15 minutes later I 
was on to the next window.

Usually have to go down to the county offices and check it out. 

The procedure can be different from location to location but I would start
with the building dept.  They should know who to check with.
