It's like a broken record! Bush has spent his entire political career allowing his opponents to attack him as an idiot and a buffoon. He uses those attacks to manage expectations for himself, then he outperforms the lowered expectations in the eyes of enough people to win elections. By all accounts, he is a personally likable guy, in the same way Bill Clinton is a personally likable guy, so people want to see him do well.
