If it's a real VCD then these are not VOB files - just add an MPG extension
to the files in VIDEO_TS and they'll work fine.

VCD files are actually just normal MPEG1 files and SVCD files are actually
normal MPEG2 files.

If they really are VOB files then you've got a DVD (or, unlikely if you
don't know about it) a mini-DVD (DVD-formatted information burned to a CD).

If that's the case then there are other solutions.
