The physical servers (the hardware) are not owned by the US. They are owned by 
the hosting organisations. A significant part of the hosting organizations does

The only thing that falls exclusively under US control is the system that is 
used to update the zone files on said servers. And if said hosting 
organisations choose to disable access to said servers to update the zone files 
US control is gone. Everyone would prefer not to have to do that because it 
would effectively freeze important domains like .com in their current condition 
and create a DNS fork where the result of a DNS query depends on the root 
server you happen to use. 

>From a technical standpoint, US control over the root is greatly exaggerated.
