Several clarifying questions:

+) Are both machines on the same workgroup?  (I assume there's no domain)

+) Do you see the share in the other computer's network neighborhood when
acing just the UNC name (just enter "\\ComputerName" in an explorer window)?

+) If you set "Everybody Full Access" on the share can the other machine see
things?

+) Does either machine have a firewall?  Could the firewall be configured to
prevent this incoming (or even outgoing) traffic?

+) Does either machine use VPN software?

This last one caused, for me, the same exact problem you're seeing.  Some
VPN clients, in my case CheckPoint Securemote, install their own firewall
but don't tell you.  My office laptop could use Remote Desktop or access
shares on my LAN but I couldn't do either into it.

Disabling Securemote's "Security Policy" eliminates these problems (as far
as I can tell the client can't configure the firewall at all).
