There are random searches of all trucks going into and through tunnels and bridges in NY. As I don't drive, I don't know how many dogs are there, but I see them on a fairly regular basis on the news.

To make a large bomb you either need materials that can (and are) watched and traced or you can use less traceable materials that need more sophistication. Point of fact is that it is easier for a terrorist to do a driveby or other attack than blow something up these days. The fact that they want something large is all that saves us.
