The FRC is blowing smoke in everyone eyes. A law could easily be passed pushing
all adult content into the .xxx domain within a certain timeframe, and it would
be easy to enforce. Sites offering adult content after the deadline would face
hefty fines and would be shut down.

Not so easily. What is pornographic? Is a site talking about breast cancer
that shows photos on how to do a self examination pornographic? I bet somebody
thinks so. Are they in a position to make their opinion law?

It would be the same problem with movies. Where is the line between
pornographic and non-pornographic? It's easy to point to the ends, but
defining the line in the middle is very muddy.
