IMHO, it is. The "best" public schools will get to set high standards and thus get to pick best and brightest students, yeah for them. What happens to the students who didn't get in to the best school? Is there another equally good school around the corner? How do the "bad" schools die out? Your basic assumption is that there is an over abundance of schools and if students where just able to pick which ones to go to, the bad ones would die out. But that is not true. There is a lack of school facilities in most districts of which I know. I've never heard of problems of under sized classes. All your system will do is allow the good schools to pick the good students, and leave the troubled, poor, disadvantage students in the bad schools, still filled to overflowing, maybe even more so, because the best school was allowed to set a limit on how many students they took in.
