Then your punishment isn't sufficient.

It sucks doing it. Trust me, i know, i LOVE dogs and even raising my voice 
to my pup drives a stake through my heart.....but i also know it makes 
things SO much better down the road. A few yells now, saves a hundred yells 
later.

So find the punishment that really makes a statement (locking him up for 
extended periods, whoopings, shock collar, whatever...), eventually he'll 
make the connection.
