It can if it's concentrated (ie: dump straight liquid ammonia on the paint)
If it's the ammonia smell from cat urine, probably not.

Double stick tape doesn't work well they just figure out where it is and go
around it (I've tried it to keep one cat off of the nightstand)

I just wax the shit out of my jeep and the neighborhood cats just slide off,
it's actually quite amusing to watch (my cats don't go outside, unless it's
on the deck and it's supervised, we live to close to a busy road)
