That's because when Anonymous access is enabled then the logged on user will always be the idenity listed in that section, unless resources are accessed that the anonymous account (usually IUSR_MACHINENAME) does not have permissions on.
I wasn't aware that the CGI variable would contain that information. I'm not sure I would depend on that. You could defnitely write an ASP or ASP.NET webservice that would return the logged on user via the Context object.
