A mayoral proclamation on town letterhead is not an official endorsement?
What about the mayor making the proclamation in her official capacity as
mayor?

If that is not an official endorsement of a particular religion
(Christianity) then what is?

As it stands that town is going to spend a lot of money trying to defend a
stupid action by a narrow minded bigot.
