Holy crap dude, read it in context. He was saying that if one is smart and studies one won't make a stupid decision such as sending one's countryman to fight in Iraq. He was slamming Bush. The guy served in combat for cris-sakes. He's saying that Bush, a fuck nut who never served in combat, is intellectually lazy and therefore made a stupid call.
