Until or unless you walk a mile in their shoes, I really don't think you can fully appreciate the pressure police are under. Let's say they did the opposite and just let this guy walk out of the library and he wound up being someone who was wanted, or worse case scenario, he was involved in a potential terrorist attack. If it came to light that these officers let him go, they would criticized for that as well.
