I don't want to sound negative but do people (perpetrators) ever "recover" from this sort of attitude/behaviour? One hears all of these really scary stories that usually have bad endings if one of the parties (usually the victim) doesn't move from the area.
I think the legal route is the best way to go for now. Maybe they can force him to get counseling.
