I don't want to sound negative but do people (perpetrators) ever "recover"
from this sort of attitude/behaviour? One hears all of these really scary
stories that usually have bad endings if one of the parties (usually the
victim) doesn't move from the area.

I think the legal route is the best way to go for now. Maybe they can force
him to get counseling. If that doesn't work then we slip something in his
coffe and ship him off to some place really unpleasant.

My gut feeling is that things like this should be left up to the
authorites...

Tell them everything, they will offer advice, and let them deal with it,
and then try to get on with your new exciting life
