That's the thing; the UI can be turned off. In fact, there is one version of vista that doesn't include the new UI at all.
My laptop has a 40 gig hard drive, 1gig of ram, and a 64 meg video controller and it runs vista just fine with the new UI. This is my point, you want the new UI, you can upgrade hardware and get them.
