You can pick up a used Indigo press with personalization capability for about $30K, or you can outsource to a short-run shop that has one. You would be surprised to see the quality that an Indigo can produce.
I don't know about the complex matching you're trying to do with optional inserts and personalized envelopes, but there's either enough of a market out there to justify someone offering a solution for dollars or you're taking the wrong approach.
