We must be talking about different things. My thing is just our neighborhood that gets together once a year and decides on how we want our neighborhood to look, how we're going to pay for (and who) the shared landscaping, and when and how many parties we want. In order for something to become a rule 95% of the homes (84 total) have to agree. In the 6 or so years I've been in it every new rule has been unanimous. The thing that's failed to pass is getting a live band for our outdoor block party and that was because there was a city noise restriction we couldn't get around. I'm super happy with it and have no idea why anyone *wouldn't* want one.
