I'm asking what if it were skilled laborers coming across in droves? Like what
happened in Miami when Batista fell. Programmers don't require licenses. They
just need to present proof of skills.

Doctors and lawyers and other licensed skills are different, but what about
those unlicensed skills.

I offer this hypothetical situation. The Punjab becomes an Islamic, separatist
state and starts to spread the violence to central India. Or what if the Tamil
resistance spreads from Sri Lanka (I'll admit this is far fetched) into the
mainland of India. Who is going to leave?

The skilled laborers first. Where will they go? The UK and the US. Not all
will come legally. We see that now.

How? H1B visas? I can get "proof" that I was born in the US with another
name, to another family for a few thousand dollars and a trip to Montana.
