+1 The Mexico trip has to be second priority. You can check Aeromexico to see if there are flights from NO. Connecting through Houston or Dallas might be possible too.
As for NO, the Hilton is by the river and that is a safe neighborhood (at least it was). The French Quarter is definitely NOT safe for a 15 year old by herself. I wouldn't want her to be there at night, that's for sure. Too much adult behavior. Again, that's all pre-Katrina, I don't know if Russell or anyone else has post-Katrina advice.
