When he's being honest about Iraq (which is rare, I grant you), that's what he says. If you read anything from anyone who has spoken with privately, that's what they say he said. There's just no evidence in word or action that Bush wants to annex land. He's never (nor has anyone ever) said that Iraq should be the 51st state. THAT would be an extension of Manifest Destiny.
