Remember that for those immigrants there was no such thing as legal or illegal immigrants. In 1900 or so my great grandfather just had to walk across the border to Niagara Falls in New York. No passports or immigration papers were required. As long as he was a white male no problem. 15 years later he drove a wagon and a team of horses back across the border from North Dakota to Manitoba.
