So the idea is that because, beyond a certain size, preparation may not 
be of much use, don't prepare at all?  Even at the boundary condition of 
~1 mile the exact impact site can have a large determination on how 
global and how quickly the devastation will be.

Even the 'Global' killers of the past didn't do their global devastation 
in an instant.
