As Dana and I have both pointed out, you can't treat intelligence or race as a simple quantity at the genetic level. Sickle cell anemia is actually a great example. It occurs because of a mutation in a single allele. If you have two copies of the allele you will get sickle cell anemia. However, the mutated allele is partially dominant and therefore if you have one copy of the mutated allele, you still see some effects of the mutation. Why is that important? Because red blood cells effected by the mutated allele are resistant to Malaria. That's why the mutated allele has persisted in the gene pool in sub-Saharan African populations (and their ancestors). A single or double copy of the allele confers resistence to a disease that frequently kills young. A double copy of the allele is a disease which is eventually fatal, but not until the person is in their 40's, which is generally past the age of reproduction. They would be less fit, but not to the point that being killed as a child by malaria would render them. So where is the survival value of lower intelligence in a sub population? Why would Europeans have less need of problem solving than Pacific Islanders? If you can't provide any good reason to show why one group would have a lower intelligence than another group, yet you still state it "may be true" then I'd argue its an inherent bias. In the case of basing the distinction off of race and people stating that its dark skinned people who would be likely to have lower intelligence, then yeah, I'm gonna call that racism.
