In the UK then yes you are within your rights to cut any overhanging
branches.  They do however remain the property of the trees owner so you
can't dispose of them without his/her permission.

If you are not in the UK, no idea.

2 branches of a beautiful magnolia, are chocking out limited light on
the north facing side of the house.
wife wants more light for flower bed.
