There are a couple of options, some with templates and some that  
allow you to apply a template to your mail.

I have a client that uses FeedBltyz (http://www.feedblitz.com) and  
likes it. Everything is automated from signup to distribution. There  
is a free ad-sponsored version as well as a premium version without ads.
There is also mail build (http://www.mailbuild.com) and zookoda,  
though zookoda has had some issues with reliability.
