And then you have people like my wife's cousin and his girlfriend, who
had a baby when she was 18 and he was 17; now he's in and out of jail
with alcohol and violence issues and she's moving to Florida so she
can live with her grandparents.

They made the *decision* to have a child... actually tried a couple of
times before they were successful.  Their "grand plan" was to get
married when they turned 21.... a plan that now will never come to
pass.
